Uttar Pradesh Water Sector Restructuring Project

  • With the object to launch Uttar Pradesh water policy 1999, Uttar Pradesh water sector restructuring project was launched. With the support of World Bank in 2002 project got approval in four steps for restructuring of water sector.
  • Main objectives of top state water departments under this project is to establish perfect management and provide training for establishment of water assessment and improvement of the water body and water agencies, modernisation and computerization of irrigation department, renovate the irrigation command area of the canal systems, renovation of the channels, to make water consumer committee and water management effective, integration of water, optimal use of water, to improvise, to organise and to develop agricultural production so that production and farmers’ income get improvised and better.

First step of Uttar Pradesh Water Sector Restructuring Project -

  • For first step of Uttar Pradesh water sector restructuring project (U.P.W.S.R.P) 17 million SDR which is equal to US $149.2 get approval from International Development Association (IDA) ¼Credit no. 3602 IN½.
  • Out of four steps of UP water sector restructuring project, at first step restructuring of canal and channels were done at Lucknow, Barabanki, Raibareli, Sultanpur, Amethi, Pratapgarh and Jaunpur districts. Details are given below :-

Physical Progress

  • Under this project development work of irrigation and drainage is done at Haidergarh branch canal of Ghaghra-Gomti command area (by 22.980 Km) and Jaunpur branch canal system (total length 119.74 Km) and drain renovation process is active in 3.43 Lac hectare of cultivable command area land.
  • Top water departments with an objective of improvising water sector:- Establishment and functioning of State Water Resources Agency (SWaRA), State Water Resources Data and Analysis Centre (SWaRDAC), Uttar Pradesh Water Management and Regulatory Commission (UPWaMReC) and Jaunpur Branch Sub-basin Development and Management Board (JBSDMB) is done.
  • Uttar Pradesh Water Management Regulatory Commission Act is applied
  • Participatory Irrigation Management Act, 2009 is notified on February 20, 2009. Under Uttar Pradesh Participatory Irrigation Management Act, 2009 on 30.03.2009 notification rules were released by government.
  • At first step of project, election and registration work is done of 8880 Kulwa committee, 407 Alpika water consumer committee, 398 Federated Alpika water consumer committee and 28 Rajbaha water consumer committee.
  • Restructuring of canals under this project; soil work of 2556 Km, 39 duckbill wire, 5 cross regulators, 463 gates, 110 Km parallel alpika and 2710 other tasks are completed in civil works.
  • For restructuring of channels 2369 Km soil work and 398 tasks were completed in civil work.
  • Data centre establishment for modernisation/computerization of irrigation department, departmental internet and wide area network for internet, Local area network are also get established.
  • To monitor water resources/under land water data 500 automatic water level recorder piezometer, 384 manual level piezometer, total 884 piezometer are established in project area. 91 total station/automatic level machines are allotted to field engineer of project. 26 online automatic weather stations are established and made functioning at few places in state.
  • For rain water harvesting renovation and 18 check dam are constructed for 9 ponds and 18 ponds are constructed for fisheries. 1949 woman and help organisations are organised.
  • Exhibition and training were organised for modernisation of agricultural methods of grain, wheat, mustard, pulses, banana, papaya, green fodder etc.
